Rob is correct SQL will work but you would have to know what data
is in the big field F000002 and sub string it. You can create dds
for that file and just copy the data in - or internally define the
file in your RPG program. You would of course need to know the file
layout - possibly from the F&i specs in the existing programs if
you have them.

What's stopping you from creating a stored procedure that executes a
RPG program that returns the result set?

Or a UDTF. But even so... While either the SP or a TABLE UDF would have the data [layout] defined to the SQL for *reading* the rows, for example to do reporting, the ability to effect INSERT and UPDATE to those same files via the SQL leaves one wanting.
