Oops, I copied in too much when prompting. Change
CHGUSRPRF PWDEXP(*YES) STATUS(*SAME) PWDEXPITV(...)
to
CHGUSRPRF PWDEXPITV(...)

Personally I lean towards
CHGUSRPRF PWDEXP(*YES)
over
CHGUSRPRF PWDEXPITV(...)

I can do that with SQL.
select upuprf, qcmdexc('chgusrprf ' concat upuprf concat ' pwdexp(*yes)')
from dspusrprfOutfile
where uppwcc='0' or uppwcd<('130513')
fetch first 50 rows only

or something like that. It's not too hard to create a UDF to execute
QCMDEXC.

130513 is the result of
STRSQL
values current date - 90 days
