We have a similar environment to what you describe. We don't qualify anything and it works as you would expect. I would argue that the service programs and SPs should just follow whatever standard for PGMs your shop may have. Why treat them differently?

(Unless you're using older versions of WebQuery, then we need to have a different conversation.)
