Almost correct, there is no MES upgrade into a 720. What did happen is
the software was moved from the old box to the new one.
Once the software was moved, (since there is really only one copy) it
makes no sense to issue permanent keys for the 520 since it does not
have any software associated with it.
The is totally the business partner that fouled up by not understanding
the customer requirements and following up on the pre-requisites of the
sale.
