(There are no authorized users for this object.)

If this was the killer, then DUMMY should be excluded also, right? I just
think the second level of /QFileSvr.400 always looks like this.

By the way, QNOTES has MORE authority than DUMMY.
On both machines, QNOTES has:

*JOBCTL
