I think you're going to have to ask by your individual concerns, such as
your net.data question.
Because, there are so many interrelated items. In your case "goes without
saying" does not apply. Let's see, you'll need 5770-TC1 and 5770-DG1, as
a minimum, along with 5770-SS1.

This manual is quite dated and says
Chapter 2. Configuring Net.Data
Net.Data for OS/400 is delivered as a standard part of:
- IBM TCP/IP Connectivity Utilities/400 V3R2, V3R7, V4R1, and V4R2
- IBM HTTP Server for AS/400® V4R3 and subsequent releases
There is nothing extra to buy; and there is no Net.Data software that you
need to download and install.

Good guess on my part, eh?

Since they mention net.data in the 7.1 info center I assume it's still
valid. Although I would read all the memo to users for all releases in
between where you are now and 7.1.
