Disabled shouldn't be a factor as the system only needs the profile to have
authority to the program/command being run.

You can test this with something less invasive than an IPL. Create a dummy
user profile, create a scheduled job entry that runs under that profile.
Schedule the job to run a few minutes from now. Make the job something
that doesn't impact the system. Back in the Twinax days I'd use PRTDEVADR
CTL01 as an example; nowadays and DSP* command with output(*print) should
work. Let it run. Now disable the profile and adjust the scheduler entry
to run it again in a few minutes. See if it runs; it should.

Was the IPL job held by any chance? If so, before you release make sure
*NOSBM is in the parameter for what to do if it's time is missed.
