CONST on the proto (or value for that matter) would have done that for
you Vern.

Prior to the *data options most folks did (%Addr(varlen) + 2) as the
address parm for varying being passed as "fixed".

I put "fixed" in quotes because most often the %Len of the varying field
was also being passed to the API to indicate the length of the actual field
passed in these cases.
