I am the one responsible for the note in the IBM notice.

"Note that the 240 pel fonts may not print successfully on many IPDS printers. The printer might return IPDS negative acknowledgement RC023E .. 02, causing a MSGPQT3630 error message in the PDJ joblog. We have not heard of any problems with the 300 pel versions of the fonts. IBM did not create these fonts, and has no responsibility in updating them."

This is outdated. It took from March, 2009 to September to get the USPS to fix the iSeries 240 dpi fonts. It is fixed in version 1.4. If you have any problems printing them on an IPDS printer, simply download a new set. https://ribbs.usps.gov/onecodesolution/download.cfm

IBM posted a web page describing their work-a-round for USPS Intelligent Mail Barcode (IMB).

Today the USPS posted a Federal Register proposal to no longer accept Postnet for automation mailing, and only accept IMB. (Postnet not entirely going away but will not be acceptable for automation pieces, flats, etc) http://www.gpo.gov/fdsys/pkg/FR-2012-03-02/pdf/2012-5050.pdf

Has their been any word IBM will catch up to fully support (DDS barcode keyword, afpds, hpt, ipds, pdf transform, etc)?

Lots of sites printing a lot of mail pieces, and it should not take offloading to another server.
