I had some txt files with a ccsid of 819. Some with 37. Some with
1252. I used ftp in ascii to transfer them down. Only the 1252 were
human readable.

I did a CPY to another directory and gave them a ccsid of 1252. Now
they are all human readable.

Since these are created by vendor software (IBM Lotus Domino) any
chance I can just get ftp to work as I want it to and just make them
all human readable without having to CPY them first?

Try using the TYPE subcommand of FTP with the CCSID option to override the default on the STRTCPFTP command; i.e. issue in the IBM i client FTP session:
TYPE C 1252
