The WRKACTJOB screen shows the SYSTEM pool numbers, not the SUBSYSTEM pool
numbers. For example I have this:
Subsystem/Job Type Pool Pty
MONMSGQ SBS 2 0
SVCDRCTR ASJ 5 50

From the subsystem I see:
Pool Storage
ID Size (K)
1 *BASE
2 *SHRPOOL1

From WRKSHRPOOL I see:
Pool
*MACHINE
*BASE
*INTERACT
*SPOOL
*SHRPOOL1

As Chris said, the subsystem monitor job runs in their defined pool 1.
Your COMPILES subsystem has pool 1 as *BASE and pool 2 perhaps as *SPOOL.
While your QHTTPSVR server has only pool 8 in WRKSHRPOOL defined on it's
pools. Tradition is that you always define at least two pools per
subsystem: pool 1 is system pool 2 - *BASE and pool 2 is some other
system pool. Perhaps you had a tough time with routing entries on your
QHTTPSVR and decided to remove *BASE as one of it's pools?
