Some interfaces are only brought up in special situations.

Here's something else. We have an lpar in which the SMTP service often
doesn't start and QMSF is down. I suspect it has something to do with
Mimix locks but the point is, how far do you want to test? Pop up a green
screen like iNav's version of TCP/IP status of services?
