You REALLY should be opening a PMR for this kind of problem.

I am working on setting up a new Power 7 720 at V6R1M1. I had DCM setup
with a local CA and then generated a SSL cert for the application
servers. It was working for Telnet etc. Now after applying group
PTF's, my SSL stopped working. I can download and install the cert
using iSeries Navigator and put it into the local CA on my PC. But when
I verify the SSL connection, it fails across the board. Going back into
DCM I can verify the SSL cert with no issues. The error returned is
10061 - The system was contacted, but refused the connection request.
See CWBCO1049 for additional information. I can see that there are no
SSL listening ports for the servers, 9470-9479 are all not listing. 992
is listening for Telnet but refuses the connection with 25406 - An IO
error occurred on a data read or write.

I ran in to this a long time ago and found that the password was somehow
corrupted. Well I am able to log in to the certificate stores but I
cannot change the password. Does anyone know the PTF to fix this. My
searches are coming up empty.
