All of the prior suggestions are good, but it seems you don't know whether the problem is in the spool file, itself, or how it is being printed.



I have two suggestions:



Create both an old and a new 3 page spool file using the overlays and test data on your system. SAVOBJ the outq with SPLFDATA *YES and send it to an account that is having problems. They can quickly tell if the problem exists and you'll know whether to fix how it is being generated or how it is being printed. Both systems should be V5R4 or higher.



DUMPSTER from Gumbo software is either free or can be trialed for 30 days. It will let you find out what is actually in the spool files. http://www.gumbo.com
