I checked with IBM internal. I hope this helps:

The link below specifies the operating systems that IBM Director 6.2
supports. Windows 7 is desktop OS, not a server OS. Director supports mostly
server OS's.

If download director doesn't work (sometimes it does have problems), he
should be able to download using the web browser's http download capability.
