Tom did you check the authority to the file? "Cannot write". Sounds

Subject: FTP PUT creates a FLAT file (Tom Deskevich)

Ok, I cannot use a save file because I am at 7.1 and they are at 5.2,
you
can only go back to 5.4.

I tried APPEND, I tried PUT since you said it implies replace.
In both cases I get this: (file is is at destination with no records,
built
with DDS)

append xxxrd60p
227 Entering Passive Mode (172,16,0,8,179,191).
150 Sending file to member XXXRD60P in file XXXRD60P in library TOMTEST.
Unable to send data to server.
426-Cannot write to member XXXRD60P in file XXXRD60P in library TOMTEST.
426 Data transfer ended.
226 ABOR subcommand received; no transfer in progress.
