As a member of the CAAC, which goes through the submitted requirements, I
can assure you that is better than just 2 requests. The requirements
submitted through the COMMON website are also reviewed and agreed upon by
the members of the CAAC which are a group of some very sharp people. It
definitely holds some weight.

I'm not saying that you should not submit a DCR, but doing both can most
certainly help.

I usually fill out both the DCR and the COMMON Requirements. Thinking
(here) is that, when they get two [2] requests, the powers that be may be
saying, "Wow, two people want the same thing." I always wait a few days
between entries and word it slightly different. Probably doesn't make any
difference, of course, but worth a shot.
