These suggestions (also from Luis) do not address the stated question.

WRKSPLF can/will maintain its own default by user, regardless of the
*default* that is set in the user profile.

To answer the stated question, I believe there is no way to obtain this
information. In fact, you cannot even obtain it for yourself, though you
can surmise its setting via use of WRKSPLF itself.
