The default to WRKSPLF is ASTLVL(*PRV). Translation, if the last time
they used WRKSPLF and after pressing F21 a set number of times, it's going
to come up whatever the way they left it. I don't know where this is
stored. So, if they started out Basic but hit F21 to go to intermediate,
then the next time they use WRKSPLF it's going to come up in intermediate
mode.
