You seem to have found the PTF hole for me. I asked our admin folks and found that we are indeed behind on the PTF's for this specific product, despite the fact that we are up-to-date on the cume.

Thanks to all of those who contributed. I'll write an update when(ever) the PTFs get loaded and I can restart the testing.

It is very possible that the OMF PTFs are not on a cume -it'd be worth a
search for "omnifind" in the PTF cover letter database and see if any of
them are listed as being on a cume.

This might be an issue that needs some support involvement, but can you
check a few simple things.

1) Are all current 5733-OMF PTFs and the latest Database fix pack PTFs on
the system?
I know that there have been a few problems that sound similar to this
one that have been fixed in the past.

Because of the product's heavy dependence on database and the
operating system support, PTFs for both products may be necessary to get
the latest fixes.

2) Does the user profile attempting the create have enough authority to the
library? It is possible that the product does not have enough authority to
retrieve information about the schema, and that causes it to believe that
the schema does not exist.

The OmniFind stored procedures in general require a high level of authority
to several system catalogs, as well as the authority to create the
necessary objects in the target schema.
