Is it that Address_Postal_Code and Requestor_Transaction_Amount both have
ending brackets? I removed the one after Address_Postal_Code, but I received
the same error in the same place.

Consumer_Information is closed as an empty element (with />), and
followed with a closing element (</Consumer_Information>). You'll
probably see a message about closing an element that is not open.
