It could be done in PASE using curl. You can get an AIX copy of curl here:
http://computer-refuge.org/classiccmp/aixpdslib/pub/curl/RISC/4.3/exec/

Depending on the complexity of the process, you may not even need to use Expect. Though, considering the person asking the question, I'd assume he'll be happier with a native solution rather than an AIX one.
