You may not be able to in your situation, but it is possible. All you need
is a copy of the database files available on the target system.

Note too that you can create the SQL package at the target server by running
CRTSQLPKG on the source system:

*CRTSQLPKG RDB(<target-rdb>) USER(<user>) PASSWORD('<password>')*
