As I recall, the host software is the "build engine" which interfaces
with the compilers to build the software. This is a native application,
built to comply with the Rational Team Concert (Jazz) build subsystem.
At the time I last reviewed this stuff, it was still pretty primitive.
It did not include any cross referencing or object dependency databases,
so you either had to build everything each time, or manually determine
dependencies and manually add dependent objects to the build script.
Perhaps this has improved since I last looked.
The jazz platform is amazing, and I was really impressed with the
capabilities that this product delivered, but it did not fit the
midrange platform very well.
The Jazz server may be run on any platform, so no need to host the web
server on i, but you can if you do not want to involve another server.
Otherwise, the only software that must be installed on i is the build
server.

I'm looking at RTC for POWER for software change management, etc. Saw
some stuff at a road show here in Mpls. by Rational, based on their
Orlando Innovate show. They didn't have specifics on the POWER version,
which has an option to install the server on an i, v5r4 and up.
The question here is, do I HAVE to install the server on an i to get the
functionality - it's a superset of the regular RTC - or can the server
be on any platform and still talk to the i? It is integrated with RDp,
by the way.
If installed on the i, you have to have some version of WAS installed.
That's probably OK, just wondering.
