The DASDMON utility can hold jobs that exceed a predefined threshold,
and we haven't encountered any issues when SQL jobs have been held. It
gives us a chance to make sure the temp storage use is legitimate. We
now have the limit pretty high - around 8Gb - and haven't seen any
legitimate job get held at that level.
