What program is it that does a RTVSYSVAL SYSVAL(QCTLSBSD) and starts that
subsystem?

What program retrieves the IPL attribute set by CHGIPLA STRTCP(*NO) and
decides whether or not to start TCP/IP? Which program actually does
STRTCP? Would that be a particular autostart job entry in QSYSWRK?

What program retrieves the IPL attribute set by CHGIPLA STRRSTD(*YES) and
processes that accordingly? Would that be the program specified in the
autostart job entry for both QBASE and QCTL - QSTRUPJD which does
QSYS/CALL QSYS/QWDAJPGM? And QWDAJPGM is set to Allow RTVCLSRC = *NO. Is
this the program which does a RTVSYSVAL SYSVAL(QSTRUPPGM) and calls that?

Knowing the timing of all of this may help your customized QSTRUP program
ensure that it doesn't start an http server instance before it's time.

If you perform a RTVCLSRC on an uncustomized QSTRUP you will not see it
starting any TCP/IP. At least on currently supported versions of the OS.
