About a year ago I tried the SAVSTG route and boy was I disappointed in the
performance on the restore. I was going from all 35GB drives to the same
number fo 70GB drives. The save ran as I expected, but the restore to the
larger drives was taking severak times longer than if I had used a 21 to
reload the box. I called IBM and after they finally found someone who knew
about a SAVSTG, I was basically told that it was old and really wasn't
supported any more.

AS always your mileage may vary...

If I have the above, I *should* be able to do a faster restore on these
new drives that already have the LIC/OS and other libraries (which will
be replaced/refreshed) installed, correct? Is there a greater danger in
taking this approach rather than a complete SAVE 21 / RESTORE 21 which
will take 18 hours?

Have you considered a SAVSTG? It's a lot faster than Save 21 / Restore
21, you just need the same number of drives as before, with the same
size or larger. I think your scenario fits that bill.
