Not sure what you mean by the subject. Did you disable the QSECOFR
account? If yes, then run CHGDSTPWD *DEFAULT, and then execute

Serviceability
Control Panel Functions
(21) Activate Dedicated Service Tools

in the HMC. Logon using QSECOFR/QSECOFR and change the PW.
