You're probably best to use an SQL view instead of a logical file.

Something like:
CREATE VIEW mylib/myview
SELECT field1, field2, field3,
FROM mytable
WHERE SUBSTRING(field1, 1, 3) = '001'


The only catch is you can't CHAIN, SETLL or READE with it, but you can
access via SQL or just a normal READ.
