Because the VCP is run during SEU entry of a CL program as part of
prompting (*) the command whereas the CPP is not run until the CL
program is run. Some parameter validation cannot be performed using
the facilities of the command definition language yet still needs to
be validated before a command is actually run.
(*) Can't recall if the VCP is run when Enter is pressed after command
completion.
