What do you mean by "blocked from writing to that directory?"

Setting the authority on the directory itself, as Mark has shown, will
only prevent the user from writing to the directory itself. In other
words, the user will not be able to add or delete files in the
directory.

In order to prevent the user from writing to any objects in the
directory, you'd need to set all the objects in the directory to *R
(or more likly *RX) also. For this you need: CHGAUT
obj('/home/mydir') user(user) DTAAUT(*RX) SUBTREE(*ALL)

Note you may want to add OBJAUT(*NONE) or possibly OBJAUT(*OBJREF).
