I didn't see a response to the first question regarding a secure host-based
telnet client. By 'host-based" I assume you mean being able to telnet from
an i partition to another i partition.
This support has been added for both the 5.4 and 6.1 release - see the
following article for a summary of the support.

Does V6 have a host-based secured telnet client?
Also, has anybody ever heard of a situation in which a secured telnet
connection to a V6 box works the first time, but not subsequent times?
