To use the DVD in the CEC that partition must either be using the Internal Disk Controller
or
If the partition is a Guest 6.1 Partition on top of a 6.1 Partition that has access to that DVD then you only need to assign a Virtual SCSI connection between those two parititions. The guest partition will automagically create the required device/connection for the DVD.

I assume if you are using VIOS you can assign it someway through it
