You have confused me a little here.
Your request was for a checklist for problem determination.
Is that still the case?
You had a problem connecting.
You have now identified that the machine has been placed in a restricted
state for a backup to take place.
Was the backup a regular scheduled job which placed the machine in a
restricted state?
Is the process a CL program running the backup?
Have you checked the process to determine whether the backup completed
normally?
What was the process for the machine to be returned to operation?
Will the same issue occur this coming Sunday?
You need to walk through the process to determine if the process is working
as designed.

Yes the machine was rebooted.It went to staus hang after completion of daily
backup on Sunday night.
For the backup to take place,the system was in restricted state.
When I tried to connect to the server I got a CMN ODBC Driver Failure
message.
The operators who sit next to the server are not technical and hence I could
not do much.
In such cases will it be worthwhile to issue STRTCPSVR *ALL or any such
command so that the connectivity may be restored?This assumimg the DSP01 is
active.
If on the other hand DSP01 is also a blank screen and there is no power
failure,then what options are left-is it Manual IPL ?

You say the AS400 was 'rebooted', was the machine powered off at the time
and need to be ipl'd?
If not, was the machine sitting in a restricted state?
Given that the issue was detected on a Monday, is it possible that a backup
and system shutdown occurred over the weekend?
Maybe there was a power failure.
Is the machine in the same location as the network server?
To put together your checklist you need to identify all the possible risks
and vulnerabilities for consideration.

Hello Norm,
I connect via the i series navigator directly from my office.
At home I connect via the VPN followed by i series navigator.
This morning there was an error mentioning CMN ODBC Driver Failiure while I
tried to connect from my office.The server was not able to be pinged as well
during that time.I called the remote site and after that they rebooted the
AS400 .This solved the issue and I was able to reconnect.
But I would like to know the list of steps/checks which I should perform in
future to make out if the issue relates to AS400 or it is network related .
This will also save time in contacting the appropriate group with the issue.
