New development:

It seems that the message enqueued by the submitting program was 20 bytes long, but the one returned by the submitted program was only 3 bytes.

When I made them both 20 bytes, everything worked fine (except for the submitting program grabbing its own message before the submitted one could get to it).

But why would it not want to enqueue/dequeue a 3-byte message?
