- even when querying PFs, mere existence of an S/O LF may cause
a query to be routed to CQE. That is, unless there is an
IGNORE_DERIVED_INDEX setting in QUSRSYS/QAQQINI set to *YES, or
you're on V6R1 (that's the default setting for that version of
the OS), or your S/O LF is defined with the DYNSLT keyword
<<SNIP>>

Just to add to that... The QAQQINI [to be] used may not be, nor should it necessarily be, from the library QUSRSYS. The use of QUSRSYS for the QAQQINI file, because QUSRSYS is the default QRYOPTLIB() even without ever having issued the CHGQRYA command, will establish all settings from the QAQQINI in QUSRSYS as active for all jobs in that iASP\database; i.e. effective /system values/ for the database initialization options. Only jobs which have issued their own CHGQRYA command to specify an alternate QRYOPTLIB() would be unaffected by the options from QUSRSYS; such a CHGQRYA may be effected implicitly by a checkbox or similar feature [e.g. for client interfaces], versus being explicitly\knowingly issued as a command.
