What do you mean by "option to load the LIC"?

Look at Step 14. Did you see this screen? Did you take Option 1 here?

So I obviously don't understand what I am doing. ÂDo I need to
permanently apply all PTF's on the A side in order to re-install the
CUME? ÂIsn't there a danger in doing that? ÂSomehow I thought the
re-install of the LIC/OS would "wipe out" the aborted CUME install from
before and allow me to start from scratch.

From the results you've gotten, i'd wager that you successfully

reinstalled the operating system, but didn't touch the LIC in the
process.
