Do you have an HTTP server that is configured to use this application
server? You can set-up an HTTP server to use an application server that will
auto start and stop the application server. You would just use a ENDTCPSVR
SERVER(*HTTP) HTTPSVR(svrname).

This can all be configured from the HTTPAdmin web interface.
