The only other recourse is to use a program, instead of a service program.
Trick is not to include apostrophes around the unqualified program name,
i.e.:
CREATE FUNCTION ...
...
...
EXTERNAL NAME MYPGMNAME
...

Subsequent to Elvis Budimlic advising that this issue involved a PTF for
v5r4.
Our system support person followed up on this and we have been advised by
IBM in Rochester that there is indeed a PTF (PTF ID SI34794) but it is still
being tested and it could be some time before it Is released. I found the
LPAR reference (

) and it exactly matched what I was seeing.
I guess I'll just have to wait, or code round it.
