You would need to write your own utility, or find a free on on the net.
SNDDST won't do IFS files, only QDLS files. So, another option would be
to send the CSV file to the QDLS file system and use SNDDST.

In my opinion, it's worth getting a decent email client.. I find, as do
my customers, that once you start emailing and make it an option for your
company, the email projects take off. :)
