IBM offers the HATS product to provide this functionality. HATS can be
used to convert a 5250 application into a web interface (or web
service). I suspect it's the same product for z now as well...

integrated into the mainstream of current day computing.
Forgive a noobie who is still learning, but on our "z" (z/OS running
CICS) we "GUI-fied" our CICS transactions by having a "server" logon to
CICS (using 3270, similar to 5250), and do "screen scraping". For
something that is very complicated and stable, this __might__ be a
possibility rather than rewriting. It would not be as "elegant", but it
might be "good enough". Again, I'm not really knowledgeable about the
"i", but this seems possible.
Technically
however, you could add modern features to RPG. The 5250 data stream
and DDS could be enhanced with the ability to embed and render HTML.
All it takes is an investment in IBM i software technologies that HP
is telling you IBM is not willing to do.
Again, on the "z" IBM has such a product for 3270 data streams. It seems
strange that there is no such "translation" software for the "i"'s 5250
screens.
