You certainly can. You probably want to delete the existing file from the
image catalogue first, and then instead of SEQ(*GEN) make it SEQ(1).

renaming it I_BASE in the process and do the
ADDIMGCLG V6R1 FROMFILE('/fixes/V6R1/I_BASE') TOFILE(*FROMFILE)
and be ok? Normally I do image catalogs straight from CD's, DVD's or from
downloaded .bin files.
