Is your approach to your work different on fixed bid projects than
it is on billable hour projects?
Baiting your question with the unethical practice of padding billable hours makes it harder to respond to - I don't know of anyone who appreciates dishonesty in business dealings.
Maybe the tendency to outsource work to disadvantaged workers in India and China induces some
to reduce their rates and overstate their hours - that wouldn't
surprise me.
Generally speaking, I've gravitated away of hourly billing in order to steer clear of "works made for hire". If you're going to do works made for hire, there's a good chance that you'd be better off "on salary".
