My problem is when I do this, I get the quotes in the module parameter
like this and the command chokes.

I'm probably missing something really simple here, but I can't seem to
get over this issue.

In your special case you can do
CRTPGM PGM(TSTMIS/USCHLOGE) MODULE(SRWORK/*ALL)

More generally try
CRTPGM PGM(TSTMIS/USCHLOGE) MODULE((CALLERID) (USCHLOGE))
