CPYTOIMPF isssue

I've tried this a number of different ways but I keep getting the same
issue, what the heck am I missing

When the below command runs I can look at the file thru WRKLNK and it looks
OK (screen shot after command)

for some reason it is scrambling the initial header row, started data at end
of header row, and is truncating at 132 wide.

Both of the PF's being copied are CCSID 37.....
