You can use Putty. It's a free SSH Client for Windows. For uploading
files, i would recommend using SFTP/SCP using either the putty
commandline client or WinSCP or FileZilla.

On the left side, you should see "Virtual Media" somewhere (under
Storage, View/Modiy Devices). You can then create Virtual Media
Library there, associating space from the rootvg to it. Then, you
upload the files to the homedirectory of padmin, and then choose to
import virtual media from a path through the VIOS web interface.

how do I activate the i5/os partition from the media library?

You remove the real optical device in the partition definition, add a
virtual optical device and then add I_BASE_01 into the virtual optical
device. Then, start the partition. Simple as that.
