Looks like it defaults to QDFTJOBD in QGPL (which is not much).

Library list are controlled by job descriptions. What job description
did you use on the ADDJOBSCDE? Make sure you fully qualify the JOBD.

Wow, been using the Job Scheduler (ADDJOBSCDE) for years - never thought
I would run into this issue.
For some reason, the library list under which a newly added job is
running is just a "bare" library list - none of the libraries I need are
in it.
I'm not sure what I did different when adding this particular job, and I
do not know how to fix it.
