Another vendor solution (although I don't work for them):
 
NetIQ (PentaSafe) has this capability in their base System Auditing and Reporting (SAR) module in PSAudit.
The Work with SQL/Query Auditing Commands screen is used to define which SQL related commands will be audited, and if command usage alerts are sent to an assigned message queue. Each command’s associated CPP is used to determine whether the command is available for auditing through SAR. Valid
CPPs are as follows:
• QQQOPNQF
• QQUDA
• QSQSCHEM
• QQMMAIN
• QQXCLSTP
• QQXCLSTQ
• QSQIMAIN
Therefore, any command in any library can be audited through SAR, as long as the command’s associated CPP is included in the list above.  It uses a monitoring subsystem and the native security journal.
There's a predefined SQL/QRY auditing report in the Security Reports section of SAR (that is filterable, of course).Best regards,
