Are you Power 5 or 6?
Look not just at "Latest release levels" but also at "Supported code
combinations". I had let my firmware and HMC code get behind for awhile
and I ended up having to upgrade HMC to an intermediate level, upgrade
firmware a little, upgrade HMC to latest and greatest, finish upgrading
firmware to latest. Some might see that as a pain versus just applying
firmware via cume. As stated in earlier threads, I see it as a way to
make sure that my HMC would continue to work with the firmware. Otherwise
you could get to a firmware higher than your HMC supports.
