Is "add" more restrictive than *EXCLUDE? Because with *EXCLUDE the SBMFAX
will deposit it into the output queue - all well and good. However, the
user can still do a WRKSPLF and delete the spool file, while fax is trying
to send it.

I am starting to think that I will have to roll my own. Basically use a
command exit point program to capture DLTSPLF. If it tries to delete a
spool file that is in the output queue FAXD0... then send an escape
message telling them that they cannot delete the spool file because it is
a "fax in process".
